| There are people of African descent in New Zealand, but they certainly didn't start any gangs. Though Hamilton has a rising number of Somali badasses, which is kinda cool in its own way.
Black Power makes some sense if you're a group (brown, black or otherwise) who feels in some way like standing apart from whitey. And Black Power had a pretty powerful unwhitey message. It's a strong image, and I think nicking off with it made sense. And brown, black, whatever. Nobody is properly black anyway - black is the absence of light.
