Well, you basically use whatever graphics package you're most comfortable using. I use Photoshop... but pretty much any will get the job done (depending upon how ambitious you want to be).
Photoshop (the newer versions, at least) can be used to create animated gifs, but I use dedicated software. Google will provide a selection.
