i was going to say the same thing about shut off the valve on the wall
i've had to do that numerous times w. the low flow toilets or whatever the hell they are
they dont like tampons and i always forget

isn't it common knowledge NOT to ever flush a 'pon? or is this just something you ladies tend to do. that reminds me of one of my most embarassing moments...i was trying to think of one during american idol last night. someone's potty overflowed after i pissed and someone else was accused of flushing another 'pon. which prolly was the cause but still. they had to clean up my peewater

this happened to me once. the water supply connector broke or something. and there was no shut off valve. and our batshit crazy landlord was on vacation. our downstairs neighbors ceiling caved in. i can't remember who our roommate ended up calling to have the water shut off.

anyway, i wouldn't exactly call myself a plumbing expert, but i educated myself a little bit after that whole fiasco. since you said the water wasn't leaking from the tank, it could be leaking from where the water from the tank goes into the bowl. and anyway you look at it, you're going to need a plumber to fix it. so other than having the water shut off, call the maintenance or the apartment office and see if they have an emergency number. if you have people below you, i'd go chat with them and give them the heads up about the leak.

no see i refuse to abide by that concept
unless there is a sign posted over a specific toilet i dont go by that theory
the things are supposed to be flushable and i dont feel like wasting time, effort and tp to put it in the trash which is nasty to have to do
so i always flush them unless i am certain i can't get away w. it
guys are always the people who seem to think this too
but if you had to deal w. it all the time i doubt you'd want to have to wrap it up either
i just want it gone out of my house so if i have to i will even flush 2x just for the sake of flushing it

Have you ever heard of a plunger? Don't bitch about the mess a plunger makes. It's already a mess right?

Also, someone obviously did 'pon your toilet. I know it's a private home you live in, but POST A SIGN (MAKE IT FANCY IF YOU MUST, AND FRAME IT) BECAUSE some chicks just don't respect others thrones.

P.S.: I leave ziplock bags and small paper bags in my bathrooms for women to use for discreet disposal.
