ALLEGATIONS of sexual interference with bodies, inappropriate handling and mislabelled body parts have rocked the University of NSW school of anatomy, which has fought for four months to keep a lid on the claims.

The university's licence to run anatomy classes was revoked in November after an audit revealed problems with labelling and storage. It was quick to claim at the time that there were no concerns about misuse of body parts.

However documents obtained by the Herald reveal extensive problems, many of which were brought to the attention of senior staff three years ago, although the most recent claims were made on October 18.

"The university received information confirmed by several persons that … [the accused staff member] inappropriately mistreated cadavers on which he worked," the head of the school of medical sciences, Denis Wakefield, wrote in a letter dated December 14.

"Such mistreatment included the fondling of breasts and vaginas and using the head of a torso for inappropriate and degrading purposes." The university confirmed the matter had been referred to police.

The staff member has also been accused of failing to place cadavers and cadaver parts back in their proper numbered coffins for burial.

In a separate memo to Peter Smith, the dean of the faculty of medicine, Professor Wakefield repeated the claims, as well as one additional allegation: that coffins had been filled with parts from multiple bodies.

"The university undertook inquiries and … concluded to its satisfaction that the conduct of [the staff member] that gave rise to a substantial number of the claims made against him did occur," Professor Wakefield wrote in the memo, dated January 22.

The staff member denies the allegations, made under the Protected Disclosures Act, and has resigned from his job at the university.

Another employee, a senior staff member from the department of medicine who had previously written a damning report cataloguing the deficiencies in the lab, is fighting for his job.

The university alleged that he failed to properly manage the employee accused of mishandling the bodies and has given him until today to show why he should not be sacked.

He denied the allegations and said he had been made a scapegoat for the endemic problems at the lab.

"I cannot be held accountable for the fact that my reports and/or recommendations were not acted upon or were ignored by those with authority over me," the senior staff member wrote to the university last month.

If the university conducted an investigation into the allegations, the senior staff member was not aware of it - he has never been interviewed and has yet to be informed of the outcome.

On November 26 he did his own audit of the department and found bodies and body parts had been disposed of under the wrong cadaver numbers and had been signed off by a senior staff member.

He had also previously reported "multiple and ongoing breaches" of the Anatomy Act and university guidelines in the surgical orthopedic research laboratory, including the unauthorised removal of tissue specimens.

When staff alerted the university to the allegations of mishandling on October 18, the regulator, the South Eastern Sydney Illawarra Area Health Service, inspected facilities on October 19.

Professor Mark Ferson, the inspector of anatomy at the health service, recommended "as a matter of urgency, the Department of Anatomy institute an effective system for labelling of those bodies and body parts".

His report raised the possibility that the university may need to do DNA testing to identify bodies and body parts. He also highlighted problems with record-keeping and information on the status, location and final disposition of all body parts, as well as the lack of a designated vehicle with cleanable surfaces for the transportation of bodies.

Many of these concerns had been previously raised by the senior staff member whose job is on the line.

A senior industrial officer with the National Tertiary Education Union NSW, Mark Dolahenty, said after failing to act on those concerns, the university was denying the staff member natural justice.

"I am very concerned that the university has said it carried out an investigation but the staff member concerned was never interviewed and none of the allegations were put to him," he said.

Bodies are donated for research and training, but it is not known whether donors' families have been contacted about the scandal.

In a written response, a spokeswoman for the University of NSW defended its choice to keep quiet about the full extent of the claims.

"It would not have been appropriate to air these allegations in the media, given that they were protected disclosures and given that they may become the subject of a police investigation."

South Eastern Sydney Illawarra Area Health Service, the body responsible for issuing the anatomy licence, said the allegations of misconduct "were not related to our role as regulator under the Anatomy Act and we had no jurisdiction over that matter".

The licence had not been renewed.
