i think they just met, so he may not be greatly into her but it does not mean yet that he won't be into her or that he doesn't see any potential in her. I have seen around me where things turned around later on with some patience, but it won't work out of course if she shows too much interest, pressure and too much availability. The guy's answer is not too ecstatic obviously but it is also a bit wary so to speak. I don't know how many days fi had to wait for his txt/call before he contacted her (fi, why didn't you answer my question?), but if it was too soon and assuming fi asked why he didn't call her, etc, it might have scared him off a bit. It just depends on the individual case is what I am saying. And yeah, maybe he is screwing someone else right now, but they just met (from what I know) so he doesn't owe anything to fi, and she sill CAN leave an impression on him where he will come to his senses about what a catch fi is. I say don't give up yet as it is too early, but make sure your approach is different so that it will make him want/seek you.
