My cello tuning screw thing won't tune down :(



On my cello, I was trying to tune the C string with the fine tuning screw thing, I was tuning it down and noticed the pitch wouldn't go down, it would stay the same, than I kept tuning it down till the piece of the screw fell off, than I rescrewed it in and tuned it up, it will tune up but for some reason when I tune it down it wont tune down and if I keep going the screw falls off. How do I fix this?

Moving the top pegs on the cello even the slightest bit will raise the pitch about two-four semitones. So yes it's very necessary.
