It's Pondo Sinatra.

Let me set this clip up:
This is from The Party Animal. (80's cheezy flick) Pondo is a college student, 26 year old virgin and isn't getting any action from the females and tries all kinds of stuff. So his roomate, Studley, suggests to him that "Women love drugs."
So Pondo show up at this party with a motherload. Little does he know that Studley meant actually sharing them.

The looks of astonishment from the party-goers cracks me up.
