I don't think that sequels have to suck, not by any stretch. I think the fact that most do comes from the lack of vision involved in the making of most sequels, basically "give 'em more of what they already spent their money on last time, but with a wee twist".
It's lazy, though I don't think quite as lazy as remaking old TV series almost unchanged for the screen.
The law of diminishing returns also usually applies. Even with good movies and good sequels, you can get to the point where it's once too often to the well. Given The Godfather Part III, be grateful no Part IV ever came.
The third Fast and the Furious movie is exempt from criticism of laziness, naturally, because it's about a different type of street racing. Woah.

I didn't Saw 2 was better than Saw, but i thought it was definitely equal. It didn't suck by any stretch.

Jaws 2 is better than Jaws. I thought the Poltergeist sequels stood up.

mad max 2 is much better than 1 or 3. Some people prefer the godfather 2, i prefer 1 personally but 2 is great.

I guess it depends if the first movie has an open ending that demands a sequel, like X-Men. X-Men 2 was a GREAT sequel. But other movies like let's say the ring, there's no need for a sequel. Or it was lame at least.

James Cameron is the master of sequels. He does them right. I'm still miffed he never did a True Lies 2, it would have been amazing.

Aliens, T2, and Halloween H20 are my favorite sequels.

Most suck indeed. (The Ring, Scream, IKWYDLS)
As for exceptions, Kill Bill comes to mind.
If it had been possible with the story, Kill Bill 3 would have been great.
But what does strike me while thinking about it, is that most sequals that suck are in the thriller genre.
It's likely because the director/producers pull the same thing twice, only with a little twist that's not surprising anymore.
That's why I dread The Grudge 2 and Saw 3.
I might watch Saw 3, but The Grudge 2 I'll skip, part one sucked ass enough for me.

i think the two towers and return of the king made good sequels too

so did spider-man 2, toy story 2.

and i thought scream 2 was decent (unlike the third, even though it had parker posey in it).

austin powers 2 was better than the first one.

i thought kill bill 2 sucked, but so did the first one. 4 hours of tarantino being a pretentious fanboy, no thanks.

urban legends - final cut was bad bad bad bad, the only good thing about it was rebecca gay heart in the end.

and the sequals to cruel intentions was LOL-worthy and ridiculous.

mission impossible 2 was awful, but thats mostly tom cruises fault and not the plot.

anyway, you cant generalise about sequels... though most are made with the intent of making a lot of money while spending as few as possible.
