She's a weird one. We don't talk much anymore.

For whatever reason though, I keep it in mind. She might have meant it when more random type people said sorry to her, not her close friends.

saying "i'm sorry" is the appropriate thing to say. the survivors, or whatever you call them, do, in fact, have an obligation to not act like bratty teenagers when someone says this to them.
