UN Secretary-General Kofi Annan has called on Israel to investigate what he termed the "apparently deliberate targeting" by Israeli defence forces of a UN observer post in Lebanon.

The Israeli air strike killed four UN military observers who were part of the UN peacekeeping mission in southern Lebanon, UN and Lebanese officials said.

"I am shocked and deeply distressed by the apparently deliberate targeting by Israeli Defence Forces of a UN Observer post in southern Lebanon," Annan said in a statement issued at UN headquarters in New York.

He was in Rome for an international meeting on the Middle East on Wednesday.

"This coordinated artillery and aerial attack on a long established and clearly marked UN post at Khiam occurred despite personal assurances given to me by Prime Minister Ehud Olmert that UN positions would be spared Israeli fire," Annan said.

In Jerusalem, an Israeli army spokeswoman said the military was investigating the report.

The UN force commander in southern Lebanon, General Alain Pelligrini had been in repeated contact with Israeli officers throughout the day, stressing the need to protect that particular UN position from attack, he said.

"I call on the government of Israel to conduct a full investigation into this very disturbing incident and demand that any further attack on UN positions and personnel must stop," Annan said.

The names and nationalities of the dead peacekeepers were being withheld pending notification of their families, Annan said.

There had been 14 incidents of firing close to the outpost from Israeli forces in the afternoon before it was hit, UN officials said, adding that the firing continued even as rescue operations were under way.

Why is Israel suspicious of the United Nations?

1. Of the 175 Security Council resolutions passed before 1990, 97 were directed against Israel.

2. Of the 690 General Assembly resolutions voted on before 1990, 429 were directed against Israel.

3. The U.N. was silent when the Jordanians destroyed 58 Jerusalem Synagogues.

4. The U.N. was silent while the Jordanians systematically desecrated the ancient Jewish cemetery on the Mount of Olives.

5. The U.N. was silent while the Jordanians enforced an apartheid-like policy of preventing Jews from visiting the Temple Mount and the Western Wall.

6. The U.N. was silent while for 18 months Israel was terrorized by an indiscriminate suicide bombing campaign, unleashed by the P.A. leadership.

7. There are 54 Muslims countries affiliated to the U.N. while many other member states are dependent on Arab oil.

8. Israel is the ONLY MEMBER of the U.N. that is NOT PERMITTED MEMBERSHIP ON THE SECURITY COUNCIL.

9. Israel is the only country excluded from the U.N.'s regional group system… Since Israel does not belong to any group, it is the only country of 190 member states that is not eligible to serve on the numerous U.N. commissions.

10. In recent years, the U.N. Commission on Human Rights has annually issued five resolutions condemning Israel. By contrast, each of the following countries or regions has been the subject of only one resolution each: Afghanistan, Burundi, Congo, Cuba, Iran, Iraq, Myanmar, Russia/Chechnya, Sierra Leone, Southeast Europe and Sudan.

11. Nov. 29 is the United Nations Day of International Solidarity with the Palestinian People. No other groups of people has a U.N. Day of Solidarity.

12. Israel is the only state to which a special investigator with "an open-ended mandate to inspect its human rights record” has been assigned to by the U.N.

13. It is the only state targeted by two special committees and special units of the U.N. Secretariat ostensibly devoted to the Palestinians, but in reality dedicated to Israel-bashing worldwide, costing Israel millions of dollars a year.

14. UNIFIL, the U.N. force that is stationed on the Israel-Lebanon border, purposely hid a videotape of Israeli soldiers being abducted by Hezbollah in October 2000. After finally admitting to having the tape, the U.N. would only show an edited version (in which Hezbollah faces were hidden) to the Israeli government.

What the above article neglects to mention:

1. It was the UN's predecessor, the League of Nations, which gave Britain a mandate to run Palestine. It was with the approval of the LoN that the Balfour Decleration, which gave the grounds for the establishment of the State of Israel. The 1922 Mandate of Palestine allowed for the creation of a Jewish-majority state in Palestine.

2. It was the United Nations which determined the Line of 1948, and protected the right of Isreal to exist alongside Palestine.

3. Isreal currently holds the record for the most UN resolutions violated.

4. Isreal is a member of the Western Europe and Others Group (WEOG) of the United Nations. While it has to re-apply every four years, there is little evidence that re-applications will be denied.

5. The United States holds the most vetoes in the UN Security Council, almost all of them since 1986 have been concerning Israel.

6. Up until recently, there were departments for other parts of the world, just like UNDPR. For example, the UN Departments for Bosnia (directing UNFOR) was wound up when the European Union took over from the UN's role. Similarly, the UN Department set up to look after the issues in Sierra Leone was wound up when an Anglo-French force was sent in to replace the UN.

7. The UN holds international days of solidarity for all oppressed groups. The Palestinians are oppressed, just in the same way the people (specifically the Catholics) of Northern Ireland were oppressed by the British.

8. Only five countries - the USA, the UK, France, Russia and China - have the automatic right to representation on the UN Security Council, being permanent members. Other countries on the council - currently Argentina,
Republic of the Congo, Denmark, Ghana, Greece, Japan, Peru, Qatar, Slovakia and Tanzania - serve two year terms, and are elected by their country groups. Isreal's membership of the WEOG means it can stand in this group.

9. The UN is silent about a lot of things.

I heard about this. Very disturbing. What I don't understand is why they're having Israel investigate. It's like when the US investigates itself for its various crimes. It just doesn't make sense to me.
