i dont think its disputed that there ARE older dogs, I think it's just hard to prove beyond doubt how old a dog is.
I don't know that many people keep track of dogs' birthdays especially if they get them from a shelter/the shelter often doesn't know exactly

I knew a 21 year old yorkie when I worked at an animal hospital in WA. No teeth left and he was older than I was at the time.
