These conditions are pretty clever, they're all things that seem very reasonable (because we know that we could all be better people and most of us would hope that our leaders are at the "better" end of the population) while at the same time probably excluding the vast majority of the electorate from actually applying. That's not to say that it's cynical in intent, but if it's not then someone has (fortunately?) had the sense to dillute it during the development process.
