Would it be that much different if you had to switch venues at 1.45am instead?
I think places with binge-drinking problems have wider cultural issues, licensing on mainland Europe has always been pretty liberal and they don't anything like the alcohol-related problems. Clamping down on it just sends a message that its Big and Hard and Dangerous, and ultimately you can always get a drink somewhere.

| | | bars have to stop serving alcohol at 2am here and most close by 3am. teh only exceptions are certain dance clubs where they still have stope serving alcohol but they stay open later, some all night.
but after 2am all the drunks are on the streets.
