Rule, govern... there are subtle differences but they are basically the same. I don't think making a slip like that infers anything sinister about Obama. I would think it was a bigger deal maybe if he said it more than once.

I guarantee, "ruling" is what all of the viable candidates want to do, whether they actually say it or not.

I don't really care. Obama would be my choice if Hillary wasn't running now that Guiliani dropped out, but she is...

so as far as I am concerned Hillary will be president.
