| this is simply big business controlling the government. this has nothing to do with saving lives and everything to do with insurance companies (who i'm sure have quite a few lobbyists) not wanting to pay for "damaged" goods (i.e. unhealthy babies).
edited to add this sentence: "It's a simple way of getting primary care providers to think about preconception care," said Peter Bernstein, a maternal fetal medicine specialist who sat on the advisory committee that helped produce the report. "It's simple and [it] costs nothing."
