exactly, I mean he waited the mandatory 30 days before he purchased the 2nd gun. During that time he could have thought more about what he was going to do. But this individual was disturbed & determined.

Possibly, and I think it might be the case here too.

I'd have thought that, if you're making someone wait 30 days for a gun, it'd be reasonable enough to get them to take a brief psych test during that time. Although actually, it'd make sense a lot more sense to do it before you have the first gun. I mean, it's not like you couldn't go on a crazy rampage with just the one firearm but you could with two. A psych test is going to be a lot more indicative of how fit someone is to own a gun, regardless of how long you make them wait.

In VA there is no waiting period. You show three forms of ID, they do an instant background check and that is it. The 30 days I mentioned is the time you have to wait before you are eligible to purchase a new gun. Different states have different waiting periods. Some states don't have any, as is the case with Virginia.
