Punishment seems to be the dominant aspect to the reward/punishment system of behavior modification in geo-politics as well as management styles. This seems rather archaic for a civilized society. I see punishment as a narcissistic artifact in socio-political-economic relationships. Revenge, punishment, scapegoating-- all appear as the remnants of evil in self-importance. Civilization itself is anti-individual--now Chomsky points out the undesirable element in global affairs-INDEPENDENCE. George Washington just rolled over in his grave.
