Using fear to manipulate public/political opinion is terrorism. That's the basic principle of it. So you could argue that pretty much any kind of preaching about what will and won't send you to Hell is a form of terrorism.
I do, however, think it's possible to be against immigration without being racist. It's just that the two tend to go together a lot.
