The penis is not equivalent to an inside-out vagina. The female genitals are fully differentiated where the male's are not, so the penis and scrotum are a composite of portions of the vulva and vagina.
To give a Very general and loose breakdown:
The glans and erectile tissues of the penis are related to the clitoris.
The foreskin is related to the clitoral hood.
The shaft is related to the vagina.
The scrotum is related to the labia majora.
