Have you tried "Dr. Feelgood" from BeneFit? It's the consistency of a balm, what you do is after you apply your foundation, use the sponge that comes in the tin and press it into the balm, then gently press/glide it over your face. It really minimizes the appearance of pores and sets your makeup, giving you a slightly matte coverage. As you don't need the powder, this stuff won't make your skin look cakey. Quite the opposite, "Dr. Feelgood" also minimises the appearance of fine lines. I happened upon this product by accident, I was in BeneFit the other day hoping to get oil absorbing sheets but the assistant convinced me to try this instead. It's PHENOMENAL, where I had to use oil absorbing sheets every hour or so, I only need to use this stuff 2 to 3 times a day. You can wear it on its' own or over makeup.

If you really want a "dewy" appearance though, go for "That Girl" primer from BeneFit.

The palest shade is really pale though, normally I get ivory but I had to get a slightly darker one from here. If you're very pale it'd be a good shade though.
