that's pretty normal if it's a male-female couple with the female younger. generally, the maturity level of a 16-17yr old female is about that of an early-20s male. individuals vary with anything, though.
When I was 23/24 I dated an 18 yr old guy. When we met, I thought he was a bit older, he thought I was a bit younger. We hit it off, he was an amazing guy and we got along well. It didn't work out in the end though.
