As far as who should cover Madonna......I pick my version of "Paradise" cause I think it is rather good.

Nobody quite does justice to Madonna.

Even though her songs are independently strong, her delivery is equally strong, so even if you hear Shirley Bassey's You'll See or Tori Amos' Live To Tell, they are still not as good or powerful as Madonna's versions.
