Hulk was too busy spying on his daughter(who seems like a genuinely nice kid) and installing GPS units in her car without her knowledge (an offense punishable with jail time, especially as Brooke is now a legal adult) to notice that Nick is doing dangerous things. Did Hulk know or care that Nick was still out driving at night? Nick is a teenager; there is still some parental responsibility.

It's hard not to have this train of thought knowing how that family operates.
