Size 00-2P

So I'm a size 00-2P. 00 exactly, but I can fit up to a 2P. I really don't care about the whole "it's vanity sizing" thing. I really don't, because I am the size that I am (don't tell me I don't eat, I just finished a big bowl of rocky road) and all I can do is put up with this crap. As if I would feel bad about myself if I had to call my size a - oh no - 4! Who cares. Vanity sizing sucks, but it's not really my concern.

So, I am trying to find a dress that will be:

black-tie optional level dressy
not very revealing
not white, black or red (it's for a wedding)
under $140

Of course, the trouble is, I'd kind of like for it to, oh I dont know, fit.

Do you guys know of any dresses like this or any stores that would have things like this? The budget is hard to meet when you add in all the other aspects.

I like the stuff at Barrie Pace a lot but most of it is just too expensive for me, unfortunately.

Do you have an H&M near you? Their sizes run pretty small sometimes.

When I was 16 and I was still tiny I wore kids clothes a lot.

So . . yr a US size 4? If so yr the same as me & urban outfitters is really the only place i can find thing's to fit properly.
Once of twice i've found something in topshop at that size but not alot.

H&M is crap shut up.
