I have it too, very annoying.
When I was little and sit playing or something my mom always told me to stop moving my legs, that it distracted her.
I couldn't.
It got better when I grew up, but I still have it when I'm REALLY angry or watch TV.
And like you, I have it the worst when I'm in bed and am about to fall asleep.
When I'm really tired I can't for the life of me keep them still.
Every night the same thing.
But we got it good, I saw a TV show once where people with horrifically severe RLS were taped at night, and they had it while they slept, and actually kicked their partners.
Some of them now sleep in separate bedrooms, it was awful to see.

My dad and brother both have it, they end getting up in the middle of the night and walking around the house for ages before they're able to get to sleep. I don't really have it as far as I know although sometimes I really feel the need to tap my foot on the floor incessantly and I don't even know I'm doing it, but it's never kept me up all night.
