Say an internet connection had a 2GB download limit, when i watch stuff on YouTube does that count and if so how much is it I'm downloading?

As the other person said, EVERYTHING you do is downloading/uploading. It doesn't have to be files. You could be playing games and go over your limit

Waitaminute. They have download/upload limits in Europe? And they charge you extra for overages like cell phones?

If so, that's some insane shit right there.

Do all the internet companies do this? Is it a law thing? Are there other options?

Shit, in my house, we probably run through a gigabyte of traffic in a week.
